Paella is a dry rice dish and the key is not to stir towards the end. Sauté garlic, onions and capsicum until golden. Add rice, wine, broth or fish stock, spice, and seafood, chicken, rabbit or vegetables and cook over medium heat until most of liquid is absorbed. Cook, covered, until soft rice on the surface is pitted with holes and the base crusty, crispy and slightly caramelised.
